The Mayor of Yona has been indicted. The case was unsealed in federal court today. Mayor Jesse Mendiola Blas is scheduled to appear this afternoon before Magistrate’s Judge Joaquin Manibusan.
CBU’s are cluster box units available in villages to facilitate mail delivery by the U.S. Postal Service for residences that do not have home delivery. Respective village mayors are responsible for issuing CBU’s to their constituents.
The confidential human source was only identified in court documents at “Brenda.” Mayor Blas is accused of providing Brenda with a mailbox “to enable drug traffickers to securely receive packages of methamphetamine through the U.S. Mail,” the indictment states.
The mayor allegedly agreed to receive a portion of the drug proceeds as consideration for the mailbox. He also allegedly offered to sell a second mailbox in Yona to Brenda and her “purported drug trafficking co-conspirators in exchange for $15, 000,” court documents state. The mayor allegedly told Brenda that he had plenty of empty boxes and could change the assigned box each week so that the drug packages coming in would not be intercepted by law enforcement.
When Brenda stopped making payments the mayor allegedly threatened to shut down her access to the mailbox.
“On March 21, 2019, the Defendant told Brenda that if he did not receive $8,000 by that night, he would close the mailbox the next day,” court documents state.
The alleged crimes occurred between November 2018 to July 2019. Mayor Blas is scheduled to make his initial appearance in the District Court of Guam 3 p.m. this afternoon.
He was officially charged with Extortion Under Color of Official Right, Travel Act Bribery, and Notice of Forfeiture.
