Senior officials from the regime of Hugo Chávez, the former Venezuelan president, have been tracked down and charged for allegedly plundering £1.5 billion from the state oil company. The cash was allegedly paid into opaque accounts in the private Banca Privada d’Andorra (BPA) between 2007 and 2012.
